Programming TERCOM for a long-range mission was a notoriously time-consuming process, and had to be done at a computer terminal. Cruise missiles, although similar to ballistic missiles in some regards, provide an alternate means to deliver a lethal payload rapidly and accurately to a target. Cruise missiles differ from ballistic missiles in that they fly towards their target at lower altitudes, remaining within the Earth’s atmosphere throughout their trajectory. The United States Air Force (USAF) deploys an air-launched cruise missile, the AGM-86 ALCM. The Boeing B-52 Stratofortress is the exclusive delivery vehicle for the AGM-86 and AGM-129 ACM.

The Tomahawk is a key weapons system manufactured by RTX, which has sought to maintain its relevance in the evolving battlespace through spiral development and upgrades. As a result, RTX garners a considerable share of the global missile market, partly as a result of the famed TLAM. In 2022, RTX, then Raytheon Technologies, was awarded a $217.1m fixed-price-incentive, firm-fixed-price contract for the full-rate production of Block V Tactical Tomahawk missiles, to be delivered to the US Navy, US Marine Corps, and US Army. The US Navy awarded a $251m contract to Raytheon for the production and delivery of Tomahawk Block IV missiles for both the US Navy and Royal Navy in September 2014.

Efficiency in modern warfare

One key difference between the two is that a turbofan engine scoops up oxygen at subsonic speeds, while a scramjet scoops it up at supersonic speeds. More oxygen means more fuel for the scramjet engine, which enables it to propel the missile even faster. That translates to 11,509 miles per hour, or fast enough to circle Earth in about two hours. A $25.9m contract for Tomahawk missile composite capsule launching systems (C/CLS) was awarded in December 2014.

Why it’s so hard to defend against cruise missiles

Since cruise missiles cost between $500,000 and $1,000,000 each, it's a fairly expensive way to deliver a 1,000-pound package. The United States has deployed nine nuclear cruise missiles at one time or another. A hypersonic cruise missile travels at least five times the speed of sound (Mach 5). The United States Air Force's first operational surface-to-surface missile was the winged, mobile, nuclear-capable MGM-1 Matador, also similar in concept to the V-1. Deployment overseas began in 1954, first to West Germany and later to the Republic of China and South Korea.

The missile has been used 14 more times in combat operations in Syria since its debut. These missiles travel faster than the speed of sound, usually using ramjet engines. The missile continues to ascend toward the highest point in its trajectory, and then begins to descend toward Earth. This is the longest phase of a missile’s flight; for ICBMs, it can last around 20 minutes.

The Tomahawk Block IV version, introduced in the 2010s, included a camera that could send back imagery to the missile’s controllers, allowing a missile to be re-tasked in midair if its target was already destroyed. Block Va, the latest version, adds the ability to target and attack moving ships at sea. Early Tomahawk cruise missiles followed a pre-programmed flight path to target using a system called terrain contour matching (TERCOM). In TERCOM, a radar altimeter scans the terrain below the missile, then compares it to a terrain elevation map stored in its onboard computer brain.

Despite being powered by rockets and a jet engine, the Tomahawk missile itself isn't that fast, at least comparatively. An F-16 fighter jet tops out at 1,500 miles per hour and the much larger Minuteman III ballistic missile can reach speeds of up to 15,000 miles per hour. Supposedly, the Tomahawk's relatively low speed helps it avoid radar systems more efficiently. Additionally, it flies at an altitude of between 100 and 300 feet, much lower than conventional fighter aircraft.

HACM is a tactical weapon designed to be used on day one of a large-scale conventional conflict. “HACM will provide our commanders with tactical flexibility to employ fighters to hold high-value, time-sensitive targets at risk while maintaining bombers for other strategic targets,” Air Force Chief of Staff Gen. CQ Brown said in an Air Force statement last week. The US signed a foreign military sales (FMS) agreement with the UK in 1995 to supply 65 Tomahawks for use with the Royal Navy nuclear submarines.

Thereafter it is powered by a turbofan engine that does not emit much heat, which makes infrared detection difficult. It can also elude detection by radar because it has a small cross section and operates at low altitudes. Once it reaches land, the Tomahawk uses inertial and terrain-contour-matching (TERCOM) radar guidance, in which a map stored on the missile’s computer is continually compared with the actual terrain to locate the missile’s position relative to the target.
